Andrew Folks is an associate in the Data Strategy, Privacy & Security Group, where he counsels technology, media, and brand clients on privacy, security, artificial intelligence, advertising, and adtech matters – essentially, any topic involving data.

He provides comprehensive legal counsel on technology matters, drafting and negotiating agreements and navigating risks related to emerging technologies and evolving regulatory frameworks.

Andrew has considerable experience in the intersections of privacy, adtech and AI, guiding clients through acquisitions, launches, and product updates in the marketing, mobile, retail media, agency, and data broker spaces. He works closely with large and small organizations to ensure all data-related considerations are accounted for throughout every transaction.

Andrew frequently shares insights within his industry, speaking at events hosted by the IAPP, Future of Privacy Forum, and Interactive Advertising Bureau, and writing on legal developments for the IAPP and Frankfurt Kurnit Technology Law Blog.

Previously, Andrew was a Westin Fellow at the IAPP, where he delivered research and insights on regulatory enforcement, adtech compliance, and legislative developments in privacy and AI. His work included analyzing FTC and state enforcement actions, and authoring pieces on California privacy law, the EU GDPR and AI Act, and children’s privacy. Andrew also worked at the California Privacy Protection Agency, helping develop the California Privacy Rights Act rulemaking package and providing research on the contours of California privacy law.

Andrew is a Fellow of Information Privacy, a Certified Information Privacy Professional (U.S. and Europe) and Certified Information Privacy Manager. He currently serves as Co-Chair of the IAPP KnowledgeNet Los Angeles Chapter.

Andrew is admitted to practice in California.
